1 - We have made changes to our Club Safety Rules.  At the Sept. 2011 Club meeting two measures were passed affecting our behavior at the range and how we all will be disciplined for safety infractions.

    A - Bump fire sliding stocks are now banned from the range.  This is a special stock manufactured to replace the standard stock of an AR-15 or other such firearm.  This stock allows the firearm receiver to slide forward and back in a manner that replicates very fast semi-auto fire.  It can sound like full auto fire.  These stocks are legal.  The ATF says that you can own one and use it with no problem.  However, using the stock requires a learning curve where bullets may actually fly over the berms or bullet stops.  This is not allowed at our range under any circumstances.  Therefore these stocks may NOT be used at the Pharr Rifle & Pistol Club, Inc. shooting range.

    B - Discipline issues will now be handled by the elected officers and specially appointed advisors.  Rule 10.2 has been significantly changed.  The new rule now says that any person accused of breaking a written rule may or may not have their gate key immediately turned off.  At that time the elected officers may or may not ask for help from Club members with established safety experience.  These people will investigate the incident.  A recommendation will be offered to the elected officers.  They will make a final decision.  REMEMBER, you can prosecuted for breaking any of the written rules.

 

2 - Club officers were elected at the May business meeting.  Here's the list.

3 - The position of 2nd Vice-President is currently open.

 

4 - The annual dues for the next Club fiscal year will cost you the same $84 as it did last year.  Half of this cost is standard yearly range fee.  The other half is a construction assessment to help with our multi-year rebuilding program.  This fee is prorated every quarter of the year.  The year begins in October and ends in September.

            Membership will cost $84 when joining or renewing from October - December...

            $63 when joining or renewing from January - March...

            $42 when joining or renewing from April - June...

            $21 when joining or renewing from July - September...

 

5 - We have the go ahead for our new construction.  Here's your gun club's big plan:

        * We are transforming ourselves from a rural gun club into an urban gun club.

        * To do this we started a multi-year range rebuilding program. 

        * 2009 was year number one.  We obtained our first grant for $27,500 from The NRA Foundation.  That money was mixed with Club funds to landscape the shooting range.  If you hadn't been to the range in a while...well, the changes were obvious.

        * The handgun range was rebuilt into a 25 yard range.  The 100 yard range was greatly enlarged.  The 200 yard range was separated into it's own area.  Concrete pads were poured on all three ranges.  The old shade cover was removed.  Grass seed was cast over the ranges and berms.

        * 2010 was year number two.  New shade covers were added on all three ranges.  These are heavy duty shade covers.  More metal and less wood.  Eyebrow catchers were also built on all three ranges.  Eyebrow catchers are sort of like sun visors in your car.  Except that eyebrow catchers are permanently fixed and don't swivel.  Eyebrow catchers are meant to help keep the sun out of your eyes and to block errant bullets.  Construction is of thick material that will stop misfired bullets from leaving the range on the firing line.

        * 2011 is year number three.  We are actively planning construction of bullet catchers on all three ranges.  This same thick material used for the eyebrow catchers will be used for the bullet catchers.  Bullet catchers are sort of like awnings.  They look like shade covers over the front of the 20 foot tall bullet stops.  (Bullet stops are the big piles of dirt that we shoot into.)  Bullet catchers keep errant bullet fragments from leaving the range at the target area.

        * And the same thick material will be used to construct baffles on all three ranges.  Baffles are lines of thick material which are constructed across the range from the left to the right.  Baffles keep errant bullets and fragments from leaving the range in between the firing line and the target area.

        * During 2011 we hope to have the money to also resurface the parking area.  We need to get rid of the ruts in the road and make all areas of the range accessible to wheel chairs.  Any funds left over will then go to building the baffles mentioned above.

        * During 2012 we hope to finish the baffles and build a classroom at the range.  The classroom is to be used as a teaching facility.  It will have a #1 priority use for Texas Parks and Wildlife Hunter Safety courses.  After that we can use it to teach other courses and for meetings.

 

6 - The key that currently opens the front gate is the new access card.  It is a blank white HID with only your membership number printed very small in one corner and hand written very large on one side.  This card is also your membership card.  Only members will be given one of these cards.  You might want to hold on to your "R" metal key from last year.  Just in case we have a problem.  New equipment...always needs adjustment.

 

7 - Current membership stands about 660.  We ended the 2010 - 2011 Club year with 892 members.

 

8 - Next Gun Club Meeting will be Tuesday, Jan.34, 2012 at the Pharr Kiwanis Club building at the corner of W. Park and Bluebonnet in Pharr.      

    Action items at the January meeting:  

            * Range construction update.         

            * Plans for 2011-2012 Club fiscal year.

            * Membership renewal.

 

9 - In order to renew your Pharr Gun Club membership you will be required to do three things every year. 

            1) Pay the yearly membership fee. 

            2) Fill out a new membership form.

            3) Take the yearly required short safety course. 

    Membership sessions occur three times a month for new and renewing members.  Times & locations are as follows:

    * Every 1st Sunday of each month at 1PM at the range.

    * Every 3rd Sunday of each month at 1PM at the range.

    * Every 1st Tuesday of each month at 7:30PM at the Pharr Kiwanis Club building at the corner of W. Park and Bluebonnet in Pharr, (across the street from the Pharr Post Office).
